A cross-border criminal complaint starts with a national report and evidence

INTERPOL supports cooperation between national police. It does not investigate your private complaint or operate an independent arrest force. Report the matter to the appropriate national police or judicial authority, which assesses jurisdiction, the potential offence and whether foreign cooperation is needed.

Prepare a timeline identifying where events occurred, the other party’s known identity, amounts and payment routes. Preserve original contracts, receipts and relevant communications, separating what you personally know from what others told you. A contractual dispute or debt should not be presented as a proven crime without supporting evidence.

Extradition and other formal cooperation requests have specific legal and documentary requirements. Within the UAE framework, the prosecution and central authority have roles in extradition requests; judicial documents, an account of the alleged offence and translation or authentication may be required. Follow the case authority’s directions rather than an intermediary’s generic checklist.

Opening a case, circulating a notice or locating someone does not guarantee surrender or recovery of money. The requested country also applies its law and procedures. Agree the representative’s work, fees and deliverables in writing, and do not rely on a promise of guaranteed arrest or extradition.
