Requirements depend on the issuing country, applicant’s circumstances, licence category and supporting documents. Check RTA’s current service requirements for your situation. A legitimate exchange route does not establish that every document offered by an intermediary was lawfully issued.
A valid original licence and the prescribed evidence matter; some documents require translation or verification. For Turkish licences, RTA’s current page specifies a licence data certificate from the embassy or consulate, certified by the Ministry of Foreign Affairs. A card photograph alone is insufficient.
Before paying an intermediary, establish who issued the document and obtain official confirmation of the applicable exchange process. Reject requests for false information or assurances that verification can be bypassed. If exchange is unavailable, use the official route for obtaining a new licence.
A practical next step
Ask RTA using your real documents and circumstances before paying for a foreign licence exchange or an intermediary’s assistance.
